This is not a house by sea. According to my memory there are 200-300 meters to the Black sea, by winding streets of Noviy Svet (New World) even more.
The stone is probably something like an anchor and a locker :)

I suspect that the boat is no longer used for its intended purpose, but the picture itself was quite amusing for us, residents of central part of the country.
